DIBRITOM Corporation was formed in 1999 to perform technically innovative design and development. The initial foci of the company were to solve two important problems:

  Reliable, affordable collision avoidance for general aviation comingled with commercial and military users of US airspace.

  Affordable, robust and reliable connectivity for US ground forces in harm's way, including minimization of fratricide.

In addition, the company has performed engineering and management consulting services for a variety of customers in high technology, robust communications, and startups.

Our Business

DIBRITOM typically provides consulting support to no more than two organizations at any one time.

Thomas S. Seay

Thomas S. Seay is the founder, owner and President of DIBRITOM Corporation. As a principal, he is involved in all aspects of DIBRITOM.

He has been extensively involved for the last forty-seven years in the engineering and management for the design, development, and production of highly reliable commercial and military communications equipment using advanced waveforms and associated processing.

For the last 13 years, Mr. Seay has provided technical consulting to more than a dozen organizations.

Previously, Mr. Seay was a cofounder of San Diego Research Center, Inc. (purchased by ArgonST). As a consultant to SDRC and ArgonST, he led the technical design of the Army Operational Test-Tactical Engagement System, and the ORBCOMM Generation 2 communications system. For the latter, he introduced the use of variable EIRP to maximize capacity and review opportunities.

Earlier, Mr. Seay cofounded and led Torrey Science Corporation, including development and production of robust terminals and satellite processing payloads for commercial and military data and voice communications. As an example, he invented a proprietary communications protocol for ORBCOMM which increased the throughput (and revenue generation capability) by a factor of six over the initial protocol.
